.      Speeding Traffic Leigh Rd

It would appear from this recent photograph taken on Saturday 9th August 2008 that the Speed control sign did not make the difference that we expected it to.
This car ended up with its rear end firmly up against the house.
Obviously this kind of accident poses a real serious threat to residents and pedestrians.



As you can see, this photograph, taken 13th August 2008 shows the wall that was demolished in the incident above.
You can also see the next doors wall that was damaged in a previous accident.
Later the same week on Tuesday 12th August at 8.45am there was another really bad accident when two cars collided on the same bend in Leigh Rd.
The road was closed off in both directions between Atherton
Rd and Smiths Lane by the police.
A woman suffered injuries to her head and back and was taken to hospital for treatment. A four-year-old girl was also taken to hospital.
The Residents Association, local councilor and the residents of this area are now calling for some sort of safety barriers to be put in place on this extremely dangerous bend.

A flyer has been delivered to households in Hindley Green to let residents know about the existence of the association. We feel that it is important to spread the word around the vicinity to make people aware of HGRA, it's purpose and aims and that ALL Hindley Green residents are welcome to come and share their views.Please pass this message on to all your neighbours.

Plans to Build on Bexhill Drive
A planning application has gone into the Wigan MBC to build two detached houses on a small plot of land that has great crested newts on the Yew Tree Farm Estate. The pond and surrounding area was enhanced to allow for this protected species to prosper in mitigation of the fact that the housing development resulted in the loss of two of their breeding ponds.
The residents of Yew Tree Farm have asked HGRA to develop a campaign to oppose this development. The grounds being:
" It does not conform to The Habitats Regulations and the Wildlife and Countryside Act 1981 and the Conservation (Natural Habitats &c.) Regulations 1994 implement EC Directive 92/43/EEC, known as The Habitats Directive.
" There are great crested newts on site. Both the newt and its habitat are given additional protection as a European Protected Species.
" It is contrary to EV1 (2)
" It is contrary to EV2(1), (2), (4), (5), (6)
" It is contrary to EV2D Species Protection - The Council will not permit development which would have an adverse impact on legally protected species unless the reasons for the development clearly outweigh the protection of the species concerned. The number of houses currently for sale and to let on the estate and in the immediate area clearly demonstrates there is no need for such additional housing.
" It is contrary to R1E open Space in New Housing Developments - The Council will expect developers to have due regard to the potential for nature conservation enhancement and progress towards targets set in the Greater Manchester Biodiversity Plan.
" It is contrary to EV2E Trees, Woodlands and Hedgerows (b).Trees originally used in landscaping when the estate as a whole was constructed and now established will of necessity be felled.
" It is contrary toR1D The Design of New Residential Development and House Extensions (b) The existing site features will be destroyed. (d) Access to the local highway network is proposed on a blind bendHGRA also intends to include Planning Matters as a recurring item at the monthly meetings and distribute a list of planning applications received during the previous month.

Further clean up has been implemented in areas of Hindley Green, making it possible for walkers to access these paths.
40 Hanging Baskets have been put in place on our lamp poles containing real flower.


Swan Lane Traffic:
A new sign has now been erected directing traffic along Coupland Road, this is deemed to be inadequate

Harley Ave:
The unadopted status of Harley Ave is still under investigation.


Taylor Rd:
Telephone Boxes on Taylor Rd and outside of the Swan pub are to be removed due to vandalism.


Coupland Road Play Area:
The latest news is that the open space at Coupland Road has been formally transferred into the Council's ownership on 31st July.

Farm Odours:
The problem of farm odours that have been causing problems in the past has now been addressed. A continuing order is in force and should the fire brigade is called out, the farmer will be responsible for the full cost.

Blair Avenue/Edinburgh Drive:
The ongoing problems with grass cuttings
and verges are to be highlighted to the
Highways Department.

Boundary Signs:
Posts are in place for Hindley Green signs. What the signs will be are as yet not decided.

Township Forum:
Application has been made for HGRA to be represented at the Township forum meetings. The Chairman will be the HGRA representative.

Westlake:
Ongoing problems around the Westlake area ( Clay hole ) is still under investigation
Trevor Smith of Westlake Angling Club (WAC) advised they are responsible for the water and for up to 1 yard from the water's edge. The remaining area belongs to Wigan MBC.
Officially WAC is unable to move night fishermen as they are on Wigan MBC property. However, they can ask them to move. Should they refuse then it becomes a Police matter.
WAC are on the lookout for a Bailiff should anyone be willing to take on this role please let a Committee Member know, full details can be given.

6 new dog bins and two new information boards have been ordered for the Westlake area.
Newly laid footpaths with other works coming later.
