Yet another accident in Leigh Rd.

When are we going to see and end to these constant accidents in Leigh Rd.?

Accident Black Spot in Leigh Rd Hindley Green

There have been numerous accident reports in Hindley Green over the years but one particular accident black spot has been well photographed and documented by a local resident Ken Ellison.



Ken has been documenting these incidents for quite a number of years.
Ken says "I have lived on Leigh Rd for 46 years and with the help of some neighbours, I have been campaigning for changes on this road for ages.
Ken said that this campaign became more serious when his wife was inches away from being killed on this treacherous bend.
Another resident, Jim Burtonwood said, "I have lived in this area all of my life and the traffic problems have never been as bad as they are today".
Just in the period from 2004 to date there have been 45 incidents on this corner of Leigh Rd near to the Industrial Estate.Residents have been campaigning for years to try and combat this situation.
Numerous walls have been demolished over the years, as well as damage to houses and fences.
Lamp posts and concrete bollards have also been damaged.Up to date some measures have been taken, i.e. scoring the road
Surface, skid tests by the police and more recently an electronic speed calming sign.
Sadly none of these measures have resulted in reducing the accident rate.
The residents of Leigh Rd in this area are literally living in fear for their lives.
Some of these accidents have resulted in serious injuries and it seems that it is only a matter of time before there is a fatality.
It appears that one of the main problems is, of course, the speed that cars travel along this stretch of road. And the fact that much of the traffic tends to go over the central markings.
Ken over the years has been in contact with Wigan MBC, the Police as well as numerous complaints through the local councilors.
He has recently been in contact with MP Andy Burnham who has promised to take this matter on board.
Ken brought this matter to the attention of the Hindley Green Residents Association at the October meeting.
HGRA had already written letters to the local Council regarding this matter along with other complaints about traffic issues in numerous other places in Hindley Green.
The authorities have been asked to put safety barriers in place on the very bad bend for the resident's safety but this has been refused on the grounds that there is insufficient room on the sidewalk.
Another suggestion was speed cameras. Again this was refused on the grounds of cost.
Consequently, the accidents keep on happening.
Hopefully the residents that are affected by this terrible situation can with the help of the Hindley Green Residents Association, local councilors, Wigan MBC and the Police, find a speedy and long lasting solution to this problem.

Recent addition to this Newsletter

Since this article was written, a new sign has been put into place in Leigh Rd as a traffic calming measure (picture right). Unfortunately it is directly in front of and therefore obscuring the original electronic speed sign. (As seen in picture to the left).
Traffic travelling from Leigh to Hindley Green cannot see the electronic sign until they almost right up to it.

Harlea Avenue
Harlea Avenue is currently No.26 out of 70 on the adoption list. Cllr Bob Brierley is to pursue via the Cabinet. WMBC have voted to improve 4 roads in 2009/10. A copy of a letter received from United Utilities was issued. Residents are charged £73 pa to take surface water from roads, as there is no road, residents should contact United Utilities for rebate. In turn, when the rebate has been received contact WMBC.

Rock Bus
The rock Bus is run by Hindley Methodist Circuit and held at the Wakes Car Park every alternate Monday 7 to 9 pm. Approximately 40 youngsters attend from Hindley, Hindley Green and surrounding areas watch TV, play computer games, face painting etc. Hindley Residents Association are looking for lady volunteers to assist in supervision. 4/5 youths have started running the bus and control other youths where there is no swearing or drinking allowed. There have been volunteers to attend next session. The Children and Young People's Group are looking to buy a bus and kit it out to be placed on Hindley Market Square which is covered by CCTV, this could possibly be a joint venture.
Clayhole: Westlake Angling Club continues their search for a Bailiff.
Grounds Maintenance: HGRA Secretary is continuing to chase Grounds Maintenance regarding shrubbery on Westlake. A site meeting has been arranged for Monday 6th October. 6 concrete bases are now in situ for new bins and two notice boards are to be erected. We are advised that grass in this area is cut to 25mm without collection. Any clippings that fall on to the footpath should be swept or blown back on to the lawn within one hour. They aim to cut the grass 16 times throughout the summer (April - September) which works out at an average of 10 working days. However due to the weather over the last two summers there have been occasions when they have not been able to achieve this standard. This has been offset by mild winters that have resulted in grass cutting as late as October and commencing again as early as February. This has meant that they have still achieved 16 cuts but spread over a longer period.

Environmental Incident:
A major incident occurred when a pond behind the old Railway line and Bexhill Avenue was drained by Peel Holding, the Police and Environmental Services have been involved. Apparently a major housing development is planned with private land being sold. Local residents were advised that they could keep their pens. The footpath at the side of the old railway has been cleaned up.

Bulb Planting
Councillor Bob Brierley has donated a quantity of spring bulbs for planting. A date is to be set for the planting of these bulbs in various places in Hindley Green.
HGRA will be actively involved in the planting.

Traffic Calming Measures
A list of all traffic issues raised at previous meetings was presented at the Transport, Economy & Environment sub-group on 23rd September. Engineers will now investigate issues raised and return with possible solutions. With regard to the Atherton Road/Leigh Road junction engineers carried out a footprint usage.
Also, in light of the many accidents that are occurring in Leigh Rd and other areas of Hindley Green. HGRA has contacted WMBC, the Police, Councillors, Our MP and local newspapers, demanding that further actions are taken to bring these serious problems to an end.

Bus Services
The 620 bus service will be reinstated on a temporary basis as from 13th October running from Swan Lane to Ashton-in-Makerfield on to St. Helens. Investigations continue on how to sustain the service which is much needed.

Schools for Future are looking for a further school. Currently Park High is lying idle within our catchment area for 1,000 to 1,500 children.

Play Areas:
106 Monies have £32k to spend on play areas. It was agreed in principle at the Transport, Economy & Environment Sub-Group to install a slide/climber and a spinning item on Bexhill Drive play area (this considered to be of the highest priority) and to upgrade 4 other play areas within the Hindley & Abram Township. The cost to upgrade Bexhill Drive will be in the region of £8.5k. This proposal is to go before the next Township Forum for approval. Although upgrade is needed on the Clayhole this was not considered to be of high priority at this stage.
Coupland Road Play Area: A flyer is to be designed by Wigan Leisure & Culture Trust regarding Coupland Road play area for distribution to residents with suggestions and questions. An invite will then be issued to attend a meeting to be held at the Bethel for residents to have their say with options being available for discussion.

Hindley Green Village Signs:
This is an ongoing venture. The idea is to place four signs on entering Hindley Green. An original idea of a crest was discarded as it would be a lengthy and costly process.
It has been suggested that the sign could incorporate a picture representing Hindley Green.
A possible plan is to be put to the November residents meeting

Township Forum:
HGRA membership was approved at the meeting on 8th September, HGRA will now have regular attendance at the Township meetings. However, eventually PACT will take over from the Forum.
