At the HGRA general meeting in July, there was strong feelings expressed regarding the WMBC Local Development Framework.
The proposals to build houses and industrial facilities on land to the south of Hindley Green and North Leigh, is a matter for concern.
According to the Core Strategy on the WMBC website, to the south of Hindley is a large area behind Thomas St playing fields and the old railway line, from Leigh Rd all the way to Hindley that Wigan MBC is proposing to develop. Wigan MBC is proposing that approximately half of this area be used for housing, about a quarter for employment closely associated with the employment site currently at the PPG Site at Leigh Rd in Hindley Green, and the remainder for open space. This site would need substantial new road infrastructure to bring it forward, and Wigan MBC say that they would make sure that traffic currently going through the heart of Hindley on the A577 was diverted onto this new route as much as possible, and there would also be significant benefits for public transport, walking and cycling.
The other area is north Leigh site (To the left of Leigh Rd and left of Nell Pan Lane ). This would need a road link to the Atherleigh Way to take traffic out of Westleigh. This site would be mainly housing, plus a large element of employment land and open space.

The local authority is also proposing to enlarge Westleigh High School – A College of Technology from 1st September 2012. The school premises will be extended to increase the physical capacity of the school to admit more pupils. Comments & Objections were being accepted up to 1st October 2009.
The pedestrian crossing facilities at Leigh Rd / Atherton Rd are due to start on site by the end of October 2009. Emma Barton from WMBC Highways Dept, says she will be able to confirm the programmed dates once a contractor has been appointed.

Credit is due to WMBC for the excellent show of flowers and plants throughout the summer months.
Due to the quality of the plants and the relatively good weather we have experienced over the last few weeks, the summer planting displays have lasted longer than expected. Therefore the council are now aiming to start the changeover to Winter Bedding during the week commencing 21st September. All the guardrail planters and small ground planters will be removed, then leading onto the larger ground and tiered planters.
Once the planters have been removed from site they will be cleaned, refilled with new compost materials and replanted with winter plants for displays through the winter months. In addition a selection of spring bulbs will also be planted that will begin to show in late February and extend the season of interest right up until next April.
The following types of planting will be used: Winter Bedding: Primroses, Ivy, Cyclamen, Small grasses, Cineraria Silver leaf & Viola - These will give interest in the planters from November to March. Spring Bulbs: Tete e Tete Daffodils and Oscar (red) & White Dream tulips that will give interest from March to April.

Blakeleys Waste Management Ltd are proposing to build a new recycling centre on its existing site at Bickershaw Lane Abram.
The aim is to build a facility that blends into the landscape and potentially helps with local
recycling targets. The aim is to achieve zero landfill.
This new facility would use state of the art technology to transform normally landfill waste into green energy i.e electrical energy and diesel fuel.
Included are plans for a wetlands and fishery which hopefully would give something back to the community.
The wetlands would be open to the public so that children can be brought to see the aquatic life and wildfowl. It would also be open for educational visits.
The fishery would be open for leisure fishing and would include a specimen lake and a competition lake.
Public exhibitions took place from 7th to 11th September.
From what was said at these exhibitions, existing vehicles, noise pollution and odours will be greatly reduced in the design of this new facility.
The facility will be virtually unnoticeable by local residents.
