Further Accident in Leigh Rd
At around 7.45pm on Wednesday 17th September, another accident occurred outside 199 Leigh Road Hindley Green, thankfully no one was hurt. This is the 44th accident up to date on this stretch of road.

New project set for next year regarding the improvements in Hindley Green

Shops opposite Long Lane, Atherton Rd.
It has been proposed to improve the flagged area in front of the shops and install large planters filled with perennial and annual mixed species.
Plans to Build on Bexhill Drive
A proposal to build two dwellings on the only open space of the Yew Tree Farm Development, ref: A/08/71696, went before the Planning Committee on 15th September for a decision due to the 20-30 objections received and to the intervention of Cllr. Brierley, Rob Shuttleworth and Mr. Clark placed a preservation order on the trees for 6 months due to objections but must still follow the planning process. Belway, Manchester Division, will advise if land is for sale to residents.
Update on the above
This application has been refused because the applicant has failed to provide evidence to demonstrate that there will not be significant detriment to important ecological interests and therefore the proposal conflicts with the objectives of Policies EV2D, EV2E and R1B for the Replacement Wigan Unitary Development Plan and the guidance in Planning Policy Guidance Note 17.
Plans to install a Slimline Telephone mast.
Application No. A/08/71709 to install a 13.8m slimline column with 3 no. antennas is to be a 02 telephone mast.

Bulb Planting
Councillor Bob Brierley has donated a quantity of spring bulbs for planting, HGRA to approach local schools to see if the children could be involved in planting.
Swan Lane & Other traffic Problems & Calming measures
Numerous issues were raised concerning speeding on Coupland Road, Swan Lane, Green Lane, Crossdale Road, Thomas St and Weymouth Avenue. Particularly the number of accidents which have occurred on Leigh Road. Malcolm Coe is to arrange for an engineer to attend the Transport, Economy & Environmental sub-group to enable HGRA representative to discuss traffic calming options.
The Environmental Services have confirmed the 20mph zone to be placed in Swan Lane will continue into Green Lane just beyond Westlake Grove.
It was suggested a delay be placed on the traffic lights at the junction of Atherton Road/Leigh Road, outside the Bethel, to allow people sufficient time to cross the road. Request to be raised at Township Forum.
Coupland Road Play Area:
The latest news is that the open space at Coupland Road has been formally transferred into the Council's ownership on 31st July. WLCT referred us back to the Township Forum and local Councillors regarding proposals and plans for Coupland Road play area. Malcolm Coe advised there is £90k available for capital expenditure for open space and play areas. It will be a long process and planning permission will need to be sought, after consultation with local residents and HGRA, the adjacent land will be taken into consideration. Designs, plans and a works programme will need to be drawn up. WLCT currently have sufficient work until the end of the current financial year 03/09. We are looking at up to a period of 12 months before any progression can be made. £50k was set aside for maintenance of open space on the estate for a period of 13 years.
Hindley Green Village Signs:
New boundary signs are under discussion. These signs posts are to be jointly funded by Cllr Barry & Louise Fagan from their Brighter Borough Funding.
Blair Avenue/Edinburgh Drive:
The ongoing problems with grass cutting and verges have been highlighted to the Grounds Maintenance Dept which is still under discussion.
Ward Boundaries:
Investigation continues- The HGRA constitution was amended to include all residents of Hindley Green ward and residents with a Hindley Green postal address.
Marsh Brook running along side of Coupland Rd is the Wigan / Bolton boundary line.
Taylor Rd:
Telephone Boxes on Taylor Rd and outside of the Swan pub are to be removed due to vandalism.

Harley Ave:
Works are to be undertaken on 4 unadopted roads which are currently unknown. The unadopted status of Harley Ave is still under investigation.
Township Forum:
HGRA's membership application was presented and approved at the Township Forum meeting on Monday 8th September. HGRA's nominated Committee members are now able to attend sub groups.
The Environment and Transport Economy sub groups have now merged.
Westlake: Night fishing continues to be a problem on the Clayhole; this may be eliminated should a bailiff be found. If anyone is interested in taking on the role of Bailiff to contact a Committee member for further information.
6 new dog bins and two new information boards have been ordered for the Westlake area. Newly laid footpaths with other works coming later.

Local Buses:
The 620 bus service along Atherton Road is under threat with lots of complaints from parents regarding school children getting to school if they miss the school bus and from people as far as Ashton to Atherton. Cllr Barry Fagan has a GMPTA policy committee meeting next Friday when he will ensure this is on the agenda objecting to the cuts in service.
Other News:
School plans have been submitted for road safety and will be up and running soon.
New Special Needs School in Long Lane is on target. Trees to be planted and the playing field to be returned to its normal condition after completion.
