WIGAN MBC CORE STRATEGY ( Local Development Framework )
As part of its Local Development Framework, Wigan MBC are proposing to develop areas in and around
Hindley Green.
Should these proposals be adopted in 2011, they will have a great effect on Hindley Green.
The areas referred to in the Wigan MBC Core Strategy document are known as:
South of Hindley and NorthLeigh.
To the south of Hindley is a large area that Wigan MBC is proposing to develop . Wigan MBC is proposing that approximately half of this area be used for housing, about a quarter for employment closely associated with the employment site currently at the PPG Site at Leigh Rd in Hindley Green, and the remainder for open space. This site would need substantial new road infrastructure to bring it forward, and Wigan MBC say that they would make sure that traffic currently going through the heart of Hindley on the A577 was diverted onto this new route as much as possible, and there would also be significant benefits for public transport, walking and cycling. The other area is north Leigh site. This would need a road link to the Atherleigh Way to take traffic out of Westleigh. This site would be mainly housing, plus a large element of employment land and open space. ( See Picture )

"I object to the proposed strategy for future development in the area of South of Hindley and North Leigh” would be better than nothing at all.
Note on 106 monies. (Point 6 of objection letter page 2)
106 monies is the money that is collected from the purchases of new homes which is included in the price of the property by the developer.
Council policy is that a developer makes a contribution for the Capital provision of play areas and open spaces and also provides a revenue maintenance contribution for the longer term management of such areas. The amounts of the contributions are set out in a formula contained within the Policy.
For play areas, the location of where these should be provided is set out in a strategy agreed by the Township Forum. It is a matter for the Township to decide when such play shall be provided in accordance with the strategy and these can be anywhere across the Township area.
For open space provision there is currently not an adopted strategy although a draft is in preparation. Consequently, the provision of open space is again agreed with the Township on an individual basis but can be anywhere across the township.
Over the last 5 years in Hindley Green, approx £400,000 has been collected from new development. This money represents approx £1200 per house. This money was to be spent on green areas including a play area in Coupland Rd on the Belvedere Farm development. Over 5 years later there is still no play area. There have been no new play areas anywhere else in Hindley Green either.
Today only £90,000 is left to be eventually spent on the play area on the Coupland Rd estate. Administration costs of £9000 will be taken, leaving Approx £80,000.
The rest of the 106 monies that were collected from Hindley Green development have been spent in other areas around the Wigan borough.
Hindley Green did not benefit from these new developments.
Unless there are changes to the existing policy regarding 106 monies, the same will happen with any future development.
